Highly Migratory Species: Comments Requested on Issues & Options Paper, Nine Public Meetings Scheduled

NOAA Fisheries announces the availability of an Issues and Options paper for Amendment 2 to the Atlantic Tunas, Swordfish, and Sharks Fishery Management Plan (HMS FMP) and Amendment 2 to the Billfish Fishery Management Plan (Billfish FMP), request public comment, and announces the dates and times of nine public meetings. This paper examines management alternatives to issues raised by the HMS and Billfish advisory panels (APs) and by the general public.

In February 2004, NOAA Fisheries met with the APs for HMS and Billfish to discuss fishery management issues and potential options for future rulemaking. The Issues and Options paper raises issues and lists potential options to address these issues. Some of the issues include: General category quota allocation of Atlantic bluefin tuna, filleting tunas at sea, changing the swordfish bag limit for anglers, changing the large coastal shark trip limit for directed permit holders, streamlining the limited access permit program, non-tournament reporting of billfish harvest, species identification workshops, implementation of the bycatch reduction plan, simplifying the quota and permitting administrative processes for exempted fishing permits, and updating essential fish habitat (EFH) identifications for all HMS. These management measures could affect fishermen, dealers, equipment suppliers, or anyone who is involved in HMS fisheries.

NOAA Fisheries plans to attend and present the Issues and Options paper at several Fishery Management Council meetings that occur in May and June 2004.

For a copy of the paper and a list of scheduled public meetings go to http://www.nmfs.noaa.gov/sfa/hms or contact Chris Rilling with the HMS Management Division at 301-713-2347.

South Florida event targets young boatbuilders

The Marine Industries Association of South Florida will host its eighth annual Plywood Regatta May 15 and 16 at D.C. Alexander Park on Fort Lauderdale Beach.

The regatta is a two-day boatbuilding event that is designed to “introduce young marine enthusiasts and the community to the craft of boatbuilding and the excitement of recreational boating,” says MIASF.

Thirty-six teams of middle school, high school and marine technical school students will attempt to build seaworthy vessels on Saturday, May 15, using simple hand tools and supplied materials that include plywood, fast-cure caulk and a spool of wire. The next day they’ll race the finished products in a series of heats to win the Fort Lauderdale Mariners Club Trophy.

All profits benefit
Florida’s Broward County Schools Marine Magnet Programs and the Plywood Regatta Scholarship Fund.

“MIASF recognizes these young Plywood Regatta participants as future boaters and workers in the recreational marine industry and seeks to provide them with opportunities for growth and development,” Gordon Connell, MIASF public relations and events coordinator, said in a statement.

VALVTECT MARINE FUEL HELPS REDUCE FUEL COSTS

With fuel prices expected to reach record high levels at marinas this summer, getting the most out of a tank of gasoline or diesel fuel is more important than ever.  Most boaters don't know that the grade and brand of fuel are an important part of fuel economy and using "specially formulated" ValvTect Marine Gasoline and Marine Premium Diesel can help reduce the impact of escalating fuel costs.

Because a boat engine uses up to 10 times more fuel per hour than the engine in a car or truck, the detergents and other additives in automotive-grade gasoline or truck-grade diesel fuel may not keep the fuel system clean of deposits.  ValvTect Marine Gasoline and ValvTect Marine Diesel Fuel are "specially formulated" for marine engines to prevent and clean up these power-robbing deposits, reducing fuel consumption.  Compared to automotive gasoline or diesel fuel, ValvTect Fuels contain larger amounts of detergent additives and are the only fuels with special additives that marine engines and storage conditions require.

ValvTect Octane Performance Improver (OPI), the special marine fuel additive in ValvTect Marine Gasoline, is a patented combustion modifier, detergent and anti-wear additive.  It cleans the entire fuel system of problem-causing deposits, improves combustion, increases octane performance and extends engine life.  Fuel economy tests indicate ValvTect

OPI reduces fuel consumption up to 8% versus automotive-grade gasoline.

Engine wear tests indicate ValvTect OPI can extend valve seat life and reduce compression loss up to 70%.  ValvTect OPI is not available in any other brand of automotive- or marine-grade gasoline.

Because refiners do not add detergent, water dispersant or biocide additives to their diesel fuel, almost all marine diesels have a significant build-up of injector deposits, sludge, bacteria and moisture which substantially reduces fuel economy and engine power output.  It also causes increased fuel filter plugging, smoke, odor and transom soot.

ValvTect Marine Diesel Fuel is "specially formulated" for marine engines and operating conditions.  It contains ValvTect Diesel Guard Heavy Duty Marine Diesel Additive that prevents and cleans up existing injector deposits.  Fuel economy tests indicate improved fuel economy up to 13.6%.  ValvTect Marine Diesel also contains cetene improver, fuel stabilizer and moisture dispersant that prevents sludge and extends the life of fuel filters.  Most importantly, ValvTect Marine Diesel contains BioGuard micro-biocide that prevents and kills bacteria, fungi and algae that plug fuel filters, cause corrosion and can shut engines down many miles offshore.

ValvTect Marine Fuels are the only fuels "specially formulated" to meet the high demands of marine engines and can only be found at Certified ValvTect Marine Fuel marinas.  ValvTect Octane Performance Improver, Diesel Guard Heavy Duty Marine Diesel Additive and BioGuard can be purchased in aftermarket containers at most marine supply stores.

Florida Fishing Survey

Saltwater Angler Survey Survey Results Are In

The Florida Marine Research Institute and Division of Marine Fisheries have been conducting a saltwater angler survey to collect information about the trends and preferences of saltwater fishing in Florida. In addition, a survey of the Sport Fish Restoration program has been administered to determine how many anglers are familiar with SFR. The results have been tabulated and a link can be found at http://www.floridamarine.org/sportfish/category_sub.asp?id=4961.

Summary of Commercial Saltwater Fishing Regulations

A new "Summary of Commercial Saltwater Fishing Regulations" and a supplemental commercial saltwater fisheries newsletter are now available through the Division of Marine Fisheries.  The publications summarize Florida’s commercial saltwater fishing regulations and inform industry participants of new regulations, emerging fisheries management issues, and upcoming fisheries workshops and meetings.  Both publications were sent to current Saltwater Products License holders, wholesale dealers, and other industry participants.  Other interested parties, who wish to be added to the distribution list, can contact the Division by e-mail at SPLmail@fwc.state.fl.us.  Copies are available via FWC's Web site at http://myfwc.com/marine/Commercial_Fisheries_Information.htm
